2025 F-Gas Regulations: A2L Refrigerants & Essential HVAC Tools for UK Engineers

What Changed on 1 January 2025

From 1 January 2025, refrigerants with a GWP above 750 are banned in new single-split systems with a charge under 3kg. In practice, this means R410A cannot be used in new residential split installations. The replacement refrigerants — primarily R32 and R454B — are both classified as A2L (mildly flammable). This has direct implications for the tools you use on site.

The Two Main A2L Refrigerants

R32

Already the dominant refrigerant in new residential splits from Daikin, Mitsubishi Electric, Panasonic, and most other major OEMs. Single-component refrigerant — can be charged as liquid or vapour. GWP 675. Operates at higher discharge temperatures than R410A (up to 15°C hotter), which matters for compressor protection and oil selection. Requires R32-specific PT charts — don't use R410A scales.

R454B

A zeotropic blend of R1234yf and R32. GWP 466. Pressure curve close to R410A, which is why some OEMs (Carrier, Trane) favour it for commercial equipment transitioning from R410A. Because it's a blend, it must be charged as liquid — vapour charging causes fractionation, altering the refrigerant composition and leading to incorrect pressures, poor performance, and compressor damage.

Do You Need New Tools?

Yes, if you're working on new A2L installations. The key requirement is spark-free certified equipment. A2L refrigerants are mildly flammable — tools used on these systems must have no steel-on-steel internal contact that could generate a spark. Non-certified tools are a safety and liability risk, and in the event of an incident, your insurance may not cover you.

What to check on any manifold or service tool:

  • A2L certification marking visible on the tool
  • Spark-free internal components (brass-to-brass valve seats)
  • Pressure ratings covering R32 and R454B operating ranges
  • Hoses and seals rated for A2L refrigerants
  • Compliance with EN 378 and EN 13313

Manifold Gauges

Your existing R410A manifold may not be A2L certified. Check for certification markings — if there are none, it's not compliant for A2L work. You also need the correct refrigerant scales: R32 and R454B have different PT relationships to R410A, and using the wrong scale introduces charging errors.

Vacuum Pumps

Standard vacuum pumps are generally acceptable for A2L systems provided they're well-maintained and pulling below 500 microns. However, for fully ATEX-compliant work — particularly in enclosed spaces or where flammable refrigerant concentrations could build up — a spark-free pump is the correct choice. R32 and R454B are less tolerant of moisture than R410A — change vacuum pump oil regularly and always verify vacuum with a micron gauge before charging.

Leak Detectors

Confirm your leak detector is calibrated and certified for A2L refrigerants. Some older R410A detectors lack the sensitivity or certification for R32 detection. Look for A2L certification markings and sensitivity to at least 3g/year.

F-Gas Record Keeping

UK F-Gas regulations require records of refrigerant type, quantity charged, quantity recovered, and engineer certification for all systems above the threshold. Digital manifolds with Bluetooth logging (such as the Mastercool Digital MINIFOLD) can export this data directly, reducing paperwork on site. Manual records are still acceptable but must be retained and available for inspection.
